~던 refers to some phases of a situation in the past. The speaker only refers to those particular phases without committing oneself to what actually happened for the rest, comparable to French L'imparfait and Spanish Imperfecto.

어제는 날씨가 맑았지요?
맑(았)던 날씨가 오늘은 구름이 끼었어요/흐려졌어요.

지난 주에는 날씨가 더웠어요.
